Real estate firm BPTP Ltd has received approval from the markets regulator for an initial public offering to raise about Rs 1,500 crore (USD 325 million), two sources with direct knowledge said on Thursday.

The New Delhi-based builder joins a long list of private as well as state-run firms jostling to tap the market as Indian companies raise funds to repay debt and fund expansions. Since mid-2009, about 15 developers have lined up plans for initial public offers to raise about USD 6 billion on the back of reviving property demand.

These include a USD 650 million issue by Lodha Developers, a USD 770 million offering by Emaar MGF, an Indian joint venture of Dubai’s Emaar Properties, and a USD 650 million IPO by Sahara Prime City. However, the Mumbai stock index has dropped 2.7% this year after an 81% jump in 2009 and a crowded calendar of public offers are threatening to derail fundraising plans by the property firms.

Godrej Properties, DB Realty and Nitesh Estates, the three developers that launched IPOs this year, saw poor retail support although the issues were oversubscribed on demand from institutions. BPTP will take a decision on the timing of the issue after reviewing market conditions, said one of the sources.

BPTP focuses on residential projects in Gurgaon, Faridabad and Noida, all in the vicinity of New Delhi. The company had 17 ongoing projects with total built up area of 39 million sq ft, as at December 2009, according to its draft prospectus. The company plans to use the proceeds from the issue to fund construction on existing and future projects and to repay debt. JPMorgan India and IDFC Capital are the book running lead managers to the BPTP issue.

The Centre has approved various road projects amounting to Rs 1,879 crore for Punjab. Union minister for road transport and highways Kamal Nath has also instructed chairman, National Highways Authority of India (NHAI) to visit Punjab next fortnight to discuss and remove impediments in the way of expeditious completion of road projects in the state on Tuesday.

Deputy chief minister, Sukhbir Singh Badal had sought Nath’s early clearance for various infrastructure projects. The projects that received approval in the meeting included four-laning of southern By Pass Ludhiana to be constructed at Rs 416 crore, NH-95 along Sidhwan Canal (Rs 200 crore), Ropar Bye Pass ( Rs 60 crore), Ropar Bye Pass Phase-II (Rs 95 crore) and four laning of Ropar-Nawanshehar-Phagwara Road ( 700 crore).

The meeting also approved Batala-Mehta-Beas Road (34 km), Tanda-Sri Hargobind Pur-Amrtisar Road ( 77 km), Kotkapura-Mukatsar Road ( 30 km), Morinda-Kurali-Siswan-Baddi upto Haryana Border Road (33 km), Phillaur- Nakodar-Kapurthala Road ( 66 Km). These roads will cost Rs 400 crore.

Maharashtra Government has imposed capital value-based system to calculate property tax on buildings, lands, houses and establishments across the state. The new system has been put in effect since April 27. “The property tax would be calculated on capital value-based system for all the Municipal Corporations, Councils and local bodies,” an official from the Urban Development Department told PTI.

The new system will be based on the actual property value. The figure will be mostly based on the stamp duty ready reckoner, which the government brings out every year, the official said. The capital value-based system would be upgraded every five years but the tax levied would not be more than 40 per cent over the previous years, he said.

It would be liable for the owner of the property to pay the tax within three months, else fine would be imposed. As of now, Mumbai follows the rateable value-based system, which was introduced in 1888 by the BMC Act. The property tax is calculated on the basis of the rent under the older system.

The proposal to switch over to the capital value system is based on a study conducted by the Tata Institute for Social Sciences (TISS) and the University of Mumbai. TISS had estimated that the switch to the capital value-based system would improve the tax collection by up to 200 per cent.

The old buildings in the island city, where the rents are frozen due to the Rent Control Act, have to pay a pittance as property tax even though capital values in the island city are very high, the official said. On the other hand, buildings in the suburbs, where the Rent Control Act does not cover most buildings, have to pay massive property taxes even though the capital value in the area may be a fraction of that in the city, he added.
